'Confined Space' Legistlation

The Ministry of Labour is implementing new Confined Space Legislation. Amendments to Industrial, Construction, Health Care and Mining Regulations will become law on Sept. 30th. Confined Space has been redefined to address the issue of “continuous human occupancy”. In essence, you don’t have a confined space if the space was designed and constructed for continuous human occupancy.

Active Construction and Industrial companies within Ontario, will need to develop and or revise a “Confined Space Program” (CSP). The three key measures of a successful CSP are: Identifying the confined space, assessing the hazards, and controlling the hazards. To control the hazards you need to develop a plan, provide training and issue work

With the recent implementation of ARC flash procedures, confined space hazards now include energy hazards i.e.. Electrical equipment buildings, Vaults, etc.

Confined space plans should address, but not be limited to: personal protective equipment, on-site rescue procedures, attendants, entry and exit, etc. Development or expansion of existing training practices will be required. Generally, confined space training should address: understanding the legal requirements, recognizing a confined space, understanding the various hazards, and outlining a CSP.
